Helper Springs Rehabilitation

Franson Civil Engineers assisted Helper City with the investigation, planning, design, permitting, and construction review activities as they relate to the rehabilitation of the Fish Creek Springs and Spring Canyon Springs. Work included: investigating the Fish Creek site to determine the method of spring collection; coordination with property owners to obtain the necessary easements and permits; acquisition of funding through the CIB; design of plans, specifications, and bid documents for construction of the springs’ rehabilitation in accordance with DDW requirements; and performing construction review services to ensure quality construction and installation. Rehabilitation of the Spring Canyon Springs was completed in the summer of 2012.

The Fish Creek Springs required additional environmental work by two regulatory agencies. The U.S. Army Corp of Engineers (USACE) required a wetland delineation survey and subsequent permits and the Utah School and Institutional Trust Lands Administration (SITLA) required a cultural resources survey be completed on its land where an easement was needed. Rehabilitation of the Fish Creek Springs was completed in October 2014.
